than HTML and CSS? For about 10 years now I've been learning HTML off and on. I'll get really into it for a few months and then forget about my "projects" before I ever come close to accomplishing anything. I know the basics of HTML, and CSS so I thought I could register a domain name and purchase a hosting package and be good to go, but in my research I've come to realize I have no idea what I'm doing! Programs, scripts, MySQL, PHP, it's all jibberish to me. Is it possible to run a website not knowing any of this? I'd love to learn, I just don't know anything about it, or where to start. Should I take a course? Hire someone? I'm not a business owner, I just need a good looking website. Thanks in advance for all your help!

you know really little if you ask that.
Of course you can run a website if you know html and some css.
There are pre-written php, javascript and other scripts which you can take for free from many websites like dynamicdrive.com
you could even get a website template, so there is no need to know anything

It depends on what you want your web site to do. If you are looking to have a shopping cart or dynamically display content then you should have a database and hire someone.
If you are only looking to have static pages (pure html) then I would try it yourself and if the site looks bad design-wise you can hire someone for that but you would at least have your content down. Here's some sites for tutorials:
