My methods of determining which sites to request a backlink from, in order:
1. Friends' pages and favorite sites:
These are usually the first place I turn, on the principle that a link from any good site (that isn't itself in trouble with some search engine!) has to help a little bit. Friends are usually willing to give me a link from their page, and with sites I really love, I'm usually willing to offer a reciprocal link, since
2. Large and active sites with similar content:
The bigger and more active the site, the more visitors it has that could be visitors I have. And the more relevant the content, the more likely those could-be visitors will become actual visitors.
3. Sites who come up where I wish I came up on search engines:
By typing my keywords into a search engine, I can see which sites with similar keywords hold those coveted top-ten or top-twenty places. Besides analyzing the site itself and viewing the source code to see what they're doing right, I figure it can only help my site to have a backlink from them.
Analyzing these sites is usually one of the first things I do. But requesting links from them comes last on the list because generally, I have very little to offer them in return and they have no reason to want to include my site on theirs. But sometimes it works.
