It depends on the programmer. Generally you would do that part on your own, though.

Usually, you'd provide the webspace for the coder to upload to. However, you can negotiate all phases of the website development.

The domain name and webspace purchase are relatively painless, so your programmer is probably okay with taking care of it.

Well it depends, when I'm making web sites usually I take care of domain and web space because I know what do I need of software on web server, but sometimes clients buy domain/webspace before they contact me.
