...services? I know you get what you pay for but I really don;'t have any sort of budget and I would like to start a links page on 2 of my sites. However, I know how time consuming this can be and I was wondering if there are any good, free services out there? I have PR4 on both sites with little effort and I don't want to mess that up.

Having lists of links to external sites won't improve your own page rank (in fact, there's a school of thought which actually believes that it *decreases* or leaks your own PR) - and likely won't work to increase the rank of people that you link to either. The search engines have grown wise to these sorts of tactics and from what I've read they will not give a lot of weight to links that are found on these types of pages.
The way to best increase your own ranking is to get quality links from sites with related content as well as high page rank. Quality links usually mean mentions within content that is keyword rich in relation to the page being linked to - such as an article about your site with a link to it on a publication relevant to the topic of your site.
You're much better off putting your time into building those links rather than just maintaining a page of links to other sites!
