...SEO? Should a business create accounts with majors like Digg and then bookmark their own content? How can you get users to bookmark your stuff?

Yes you should have accounts with Digg and Reddit and bookmark your content. You should also bookmark other people's content that you like so you can build up your credibility and not sound like a company man. Social networks hate spammers.
Now, just signing up will not guarantee success, you have to understand your audience. To answer your second question, writing good content is your best bet on being Digged. That said, there are certain things that diggers are looking for. It is not a mirror of the world. Diggers are mostly tech savy, under 35, lean to the left politically, hate Microsoft, love Apple, mostly male, watch "Lost", etc. If you can speak to their loves and hates, you can get attention. If you are trying to promote something that doesn't get Diggers or Redditors excited, there is no point being on there.
Give it a shot, it is free and the worst thing you lose is time. But beware, it is a lot harder to score a front page placement anymore since every marketer worth his salt is trying to do the same thing as you.
