I think paying for a SEO can be very expensive if the return you expect for that investment is less than 10 thousand dollars. SEO requires time, plenty analysis and personnel, so that won't make it too cheap.

If you want to save, you can hire a SEO company in India or Peru. Service is very good in both countries and the price is much cheaper. You can also go on your own, but you'll have to learn.

SEO requires a lot of time and effort. SEO companies do this for a living - they have the time and (some) have the effort. The answer to your question depends on how much time and effort you are willing and able to put into SEO. There are many things involved in SEO; a lot of testing, research and patience.

If you are targeting your products or services to a highly competetive market, you will more than likely have to resort to spending some money on advertising to obtain better search engine ranking for your highly competetive keywords.
