In very simple terms its "Search Engine Optimization"
Its when a page on your web site is written in a way where you use a lot of keywords in several paragraphs. Of course the paragraphs make sense but by using a lot of these keywords it is more likely that your webpage get discovered by the bots the roam the web in search of pages for the search engines.
If you had a page on Sailboats and just had a few sentences about your page...not a big chance that these bots or programs will start listing your page on Yahoo...but if a few sentences said:
On my sailboat we have a bright red strip on the port side and the sail is bright yellow. When we are out sailing on the ocean, we hoist the sail on the mast and the wind pushes......
I know nothing about sailboats but its the first thing that came to my head.
A lot of good technical writers can make a living by writing SEO for web pages.
SEO is a way to gain more hits for a website but it also makes sense to the average reader.
SEO means Search Engine Optimization and it refers to the way a website is rank in search engines.
The concept behind this is that if you have a website, and want more traffic on it, you have to list in the first page of the search engines when they look for specific words in it.
It also specifies some ways your site has to be designed in order to improve the reading of it from the Engines web crawler.
There are different categories SEO, I suggest you look for them in the web.
Best of lucks.

SEO= Search Engine Optimization
Search engine = Yahoo, AOL, Google, MSN, Ask.com, Dogpile.com.
Let's say you go to Google.com and type the word tennis ball in the box and hit enter.
All the websites listed on the first few pages(except for a couple at the top who paid to have their websites there) are "Optimized for search engines." That's why they're in the top listing.
Google is the biggest search engine. Wanna know what they consider a highly optimized page?
Here's the link to Google's own advice on how to improve your ranking.
