Photoshop CS2 is the newest one. You can buy it at almost any computer store

Photoshop is the best, but GIMP is almost as good and its free

Its basic functions are almost identical to photoshop, you just dont get all the cool filters. Its good if you are just starting out though.

if you want something free, try Picasa, from google

Photoshop CS2 is the best. i downloaded th trial and bought it its great. its really worth it.
