Use the Magic Wand tool, place it on the t-shirt, and then go to Edit > Fill > Color and choose your colour.

Open your picture. Click the Image menu, then Adjustments, then Replace Color. Move the Fuzziness slider all the way to the right. Then click somewhere on the t-shirt that you think has the most dominant color. Don't pick an area if it's in bright sunshine or in dark shadow. Just pick an area that best represents the true color of the shirt.

Then move the Hue slider near the bottom to change the color. You can also adjust the Saturation level, but generally, the more saturation, the less realistic your color will look. You can also experiment with the Lightness level, but I typically leave this alone.
