Help me make a html and css layout!?

Okay i need a layout like hffm.co.uk, the radio never stops when you navigate to another page and there is a fixed part of the layout.
The navigation has to be like the navigation on hffm.co.uk aswell.

My website name is HABBOmania. Also include the layout code in .txt.

Leave some spaces at the top for logos n that.

Leave a space for the radio too.
