...certifications for HTML java and CSS coding? what are the names of the certificates are their any tests to be taken? if so what are the tests called? what are the certifications called?

There are no certification tests for HTML, JavaScript & CSS. However, you could take a class on these topics and receive a certificate saying you have completed study over these internet technologies. A class would systematically walk you through web development starting with a foundation of semantic HTML, followed by a layer of CSS and finishing with unobtrusive JavaScript.
