can anyone tell me where to find free templates and how do I put them on my web page?

you could search it on google or yahoo. it also depends if its ms-dos or command prompt

You could try this site http://www.xentrik.net/layouts/ it has nice layouts for personal pages or blogs.

To put them on the page, copy/paste the codes into your web page editor or simply upload the .html page into your server.
