1. Open Image
2. Click on Edit -> Transform ->
2a. Flip Horizontally
2b. Flip Vertically

Under Image, there's a rotate option or flip vertical/horizontal option.

Shortcut for free transform is CTRL+T (PC) or option +T (mac) and just spin it around.
