I want to make a web site that is free. the web site will be about giving advice for people who need it.

well if you want it to be "professional" and like a business site i don't know what to tell you...but if you want a site thats like a blog then i suggest www.freewebs.com . i have one there. and if you want to five adivice to people then when you make your site make "guestbook" a page on it. but title it "ask away" or something like that you know? ppl don't have to leave their names when they "sign the guest book" or "ask advice". hope it works!

Learn html, and create your own, then use a free hosting service like the ones mentioned on the previous replies.

Since it's going to be on a free hosting site, at least make it decent by creating your own template.
