Depending on what you want to promote, you can most likely find it on one of these sites.

As far as building a site to promote your affiliate links, I'd recommend starting with a simple wordpress blog. If you can devote 30 minutes a day to writing a post for a month or so, traffic will begin to come in. Then its just a matter of placing a few affiliate banners relevant to the topics your blogging about throughout your blog.
