CSS and HTML Code Email Help?

I'm trying to make a website, and I need some help with this. I want people to be able to send me a comment, so they can type it in where then it automatically emails me their comment.
What's the code for that, typing in then clicking 'send' then having it send it to whatever email I put?
Preferably in CSS.

CSS cannot do that, you need PHP or something similar, ASP, JSP, PERL...
