I need some help with Photoshop 7. I need to

make some water drops.? I need to make some transparent water drops. I had a lead that used an image with noise then went into Image>Adjust>Threshold that made something that looked like water drops but in the end they just turned out to be grey blogs.

Can anyone out there point me in the right direction to accomplish this or tell me where I might get the info?.
I'm sorry but the PSP sites are for Paint Shop Pro which I don't have.
