Is using a WebSite's HTML and CSS scripts in my web pages is legal?For example can I use template of yahoo answers without having a problem?

Why don't you take the source and change it up so it's then your own? Then you wouldn't have to worry. In any case, people do it all the time. I could be wrong, but I've never heard of HTML police.

with the amount of free templates and scripts on the web i see no reason to steal someone's code.
